Synopsis

Gotham City is in chaos. Harvey Dent, Gotham's district attorney, is waging a personal war against Carmine Falcone, half of Gotham's police force is corrupt, drug and gun trafficking has never been higher, and the mysterious Anarchy gang is wreaking havoc wherever they go. It's up to billionaire Bruce Wayne, in his early years as the masked vigilante Batman, to fight to end the chaos before Gotham collapses.

Description of The Penguin (Oswald Chesterfield Cobblepot):

a A Gotham aristocrat who is secretly the city's biggest arms dealer. He owns the Iceberg Club and is a sadistic criminal. He has a short stature and body deformities that remind him of a penguin, hence his nickname. He hates Bruce Wayne, is a rival of Carmine Falcone, and uses an umbrella with a hidden shotgun
