After a earthquake that destroyed the bridges leading out of the city, as well as the wall of Arkham and Blackgate, freeing all the criminals, Gotham City is declared no longer part of the United States. Gotham becomes a lawless wasteland that is divided into territories held by the most powerful figures. Set notably before "Hush".
