A live-action Batman movie set in the 1940s with the style of Sin City.
After a failed attempt to united the Gotham mobs under one leader; Matches Malone, it ends up sparking a month long gang war between The Penguin, Black Mask, Two-Face, The Great White Shark, and The Ventriloquist. While Penguin is busy with the war, he leaves his right-hand man, Ignatius Ogilvy, in charge of his empire. Without Penguin in charge anymore, Ignatius starts a secret alliance with Black Mask's gang, secretly ordering hits on Penguin. His ultimate plan is to gain control over every gang in Gotham City by forming secret alliances with the other gangs, ending with as the true "King" of the Gotham Criminal Underworld, the "Emperor Penguin".
