Gotham City is dominated by fear. Many citizens feel terrified by a giant bat (not Batman). Batman investigates and follows a trace to the Arkham Asylum, where he not only learns about its mad patients, but also its even crazier employees. He also gets told about Dr. Jonathan Crane, a psychologist with a concentration in phobias. Meanwhile he gets followed by a kid named Dick Grayson, who claims to be his biggest fan and wants to become his new sidekick. Bruce denies this, although he once had a sidekick called Robin.
