Phase Three of the MCU (do-over)
The government presents the Avengers with the Superhuman Registration Act. The team argued over it, with neither side truly wanting to fight the other. With Tony leading the side with the government and Steve leading the outlaws, the outcome is needless to say a complete mess. Takes Avengers: Infinity War's place, which is pushed back to 2019.
