Following the murder of Batman, Ra’s Al Ghul and Red Hood team up to take over Gotham. As they also captured Nightwing and Batgirl. So Commissioner Gordon and Arkham Justice League work together to save them. Secrets are discovered about the Red Hood as he is revealed to be Jason Todd, the second Robin.
