Description of Jafar:

a nefarious, deceptive and power hungry evil sorcerer whose higher pitched cold voice is based on Jeff Bergman's voice of Elmer Fudd with a different accent while his speaking patterns and soft-spoken demeanor is modeled after his voice actor, and attempts to try and take over the city of Agrabah as a potential ruler of it's entire kingdom in order to go on a quest to find Genie's lamp in the Cave of Wonders which he spent his searching for 10,000 years and to prove himself while attempting to fall in love with his former girlfriend Princess Jasmine. He speaks in a higher pitched Arabian English accent and serves as a foil to Genie since he's ill-tempered and annoyed with Genie's wackiness.
