Early 60s, corrupt and apathetic politician who dismisses concerns of rising crime within Chicago. He, however, fears Millicent's rise to popularity as well as his misinformed inside information regarding his alliance with Cohen, and plans to orchestrate an assassination with his police force to ensue his safe reelection.
