Some characters on this list were just mentioned while others appeared only in comics while some characters' actors are unknown or can't be found on this website. Description of Derek Sampson (Earth-1):

(Played by Cody Runnels in the Arrowverse). Derek Sampson was a drug dealer who was imprisoned due to the efforts of the Green Arrow. Before his imprisonment, Sampson fell in a vat chemicals, giving him enhanced strength. Sampson would later meet the Green Arrow (now revealed to be Oliver Queen) in prison. He, Danny Brickwell, and Benjamin Turner treated Oliver with contempt due to his involvement in their imprisonments. Sampson and Brick would later ally themselves with Ricardo Diaz in order to exact revenge against Oliver. However, Turner allied himself with Oliver and killed Sampson in a fight.
