A setting where hair colors that would be unnatural in our world, such as blue, green, or purple, are the norm. People are just born with these hair colors or coloring your hair is just ubiquitous, and nobody bats an eye. This can sometimes be hand-waved with supernatural elements (eg. maybe it's set in an alien society), but other times the world is intended to be very similar to our own, except the characters have hair all over the rainbow for some reason. If the work is Speculative Fiction and the world in question is not meant to be similar to ours, giving everyone unnatural hair colors also heightens this fantasy. See People of Hair Color.
