Brilliant scientist Jeff Foster, a cross between Black Goliath and Black Lightning, was brought in to help Blue Jacket when he became stuck in his tiny state and was unable to restore his regular size.By transforming electrical energy into mass using a specialized electron field converter, he was able to restore Blue Jacket to his original height. To test his theory that he could use the converter to grow himself to giant size, Jeff conducted an experiment on himself. Blue Jacket was able to generate electricity by merging the converter with the subatomic particles that gave him his powers. Jeff, popularly known as Giant Lighting, constructed a costume for himself and rose to fame.
