What are the guidelines in changing images of celebrities and why have I been blocked from doing it

Do you know about the new rules regarding photo editing?

It has to be a fairly recent photo and it has to be a decent quality head shot. The site owner stated that any constant violation of those rules would result in members being denied photo editing rights.
