I'm not sure but, could probably have something to do with NSFW stuff?? Because back then, there were some guys and his clone accounts uploading some NSFW fetish stuff on Juri's photos and downvote the normal ones (the accounts in question are now banned). No, i'm not referring to or blaming you by the way.
