The city has turned into chaos. Prostitution drugs and weapons everywhere. the police is cornered by a corrupt politician who runs a gang of night killers. The gang in a drug and weapons business murders a couple of witnesses to their business. The couple belong to a rock group whose members are killed one by one for fear of retaliation. Fortunately, they are allowed to return from the dead by a strange miracle granted by an angel represented by a raven. then THE CROW, his wife and his friends begin to do justice by hunting down criminals one by one,
