It's been a year since the flood devastated Gotham. The city is divided, with entire areas still submerged and in the hands of armed gangs. Anarchy grows as crime spreads. Mayor Bella Reál struggles to rebuild the city, but is hindered by corrupt politicians and a new dark figure who moves in the shadows: the Joker, detained in Arkham but more influential than ever before, has begun to weave a web of chaos and criminal alliances.
