In his youth, Jason "Jay" Garrick had been working on an experiment with radioactive hard water, which caused a unique reaction in his body, leading him to become the fastest man alive, The Flash, a founding member of the JSA. Though for a time missing, Jay would return to his costume, offering wisdom and advice to his successors as well as teaching new generations as the JSA would revive again and again, using his own natural top speed of the speed of sound as well as his connection to the Speed Force, also splitting his time from the JSA and being mayor of Monument Point, Virginia.
