Jim Gordon along with DA and running mayor candidate Harvey Dent along with a few years of crime fighting experience and training, Batman has been able to keep a tight lid on crime in Gotham City. However, a rising star and former member of Gotham's underground -- Oswald Cobblepott -- is looking up to be running Gotham as not only it's one of 2 mayor candidates but also leader of it's underworld as well.
