Description of Jane Cohen:

Early 50s, a ruthless industrialist and businesswoman who has been utilizing illegal workers for cheap labor with help from the Colombian Cartel and Russian Mafia. She plans to unseat Mayor Long, but she threatened when Quaite planned to expose her sinister dealings, having him killed by the Colombians. She, however, is shocked to hear his return and plans to kill him herself.
