Whenever my notifications pop up from the bell icon, they are ALL out of order. Like the top notification occurred at 5:11 pm, but another says it occurred at 6:50 pm, which was LITERALLY FIVE MINUTES AGO! Basically my notifications are all out of order, time wise. Does this apply to anyone else, or just me?

Yeah it's completely out of order for me too. Strange...

Now it’s just completely out of order. And sometimes there will be duplicated notifications, or some will be completely out of order time-wise

Thinking this may be the oldest candidate for the notification issue, as I just got one from February 2021 showing up in my notifications today.
