4 million years ago, before he came to Earth, Megatron secretly gave orders to Shockwave to start supplying his allies Krang, Dregg, Medusa, Sleezebug, Doomquest, the Triceratons, every intergalactic enemy the Turtles have faced. So, that means all of the technology and weaponry the turtles have been shot at with, and dodged were Decepticon stuff! The Technodrome was Shockwave's design (that explains the one eye), but Megatron has manufactured millions upon millions of them, and has seen what one Technodrome can do. Imagine if he can make his army of Technodromes into Decepticons!
