Character Description
A minor antagonist that you fight in the South American stretch of the story. Captain Tornado leads an elite crew of sky soldiers, and is a very militaristic type who wants all the world underneath his military's grasp. He's tackled his fair share of armies in his day, and now he's set his sets on making Bolivia the new centerpiece of his conquest!
