Neptulus came from an underwater kingdom of water dragons that was driven into ruin by pollution, and her once-royal family was forced into squalor and exile as they tried to find a new home. She spent her entire life on the move, going from place to place and losing more and more places she called home to pollution and destruction of the natural world, turning her bitter enough to turn to Sacrament's aid. Using a portion of magic taken from the remains of the Despair Bringer's presence during the war, she's "gifted" with an evil portal master's power and controls the Water Element. Vaguely teenaged.
