Character Description
The Pokemon who acts as Hoopa's caretaker and manages the circus for it. Though Blacephalon claims to have Hoopa's best interests at heart, sometimes it seems as though it has more sinister plans than it lets on... Which it is, as it plans to turn the universe into its personal circus and is using Hoopa as a means to an end to find more performers and a wider audience.
