The Head Ranger of Rugged Town, a town located within a vast stretch of volcanic ranges that's largely inhabited by Fire and Fighting type Pokemon. Floin is hot-headed ans short-tempered, making him seem scary, but he has a strong sense of justice and can't stand to see others in pain. Ciel and Iris help him out when the Volcanion sealed underneath the village awakens and begins reviving the land's volcanoes.
