Born into an ancient noble family with records stretching back to the Plantagenets, Pembroke is the traditionalist of the Council. He sees his duty as upholding the old order of power, privilege, and bloodline. He owns vast estates across England and sits on numerous hereditary boards. Condescending, formal, and bluntly sexist. A product of the old empire, he resents the modern world and fiercely resists any challenge to aristocratic dominance.
Openly hostile towards Eleanor. He opposed her seat entirely and occasionally refers to her as "the girl." He believes the Cross legacy died with Arthur and that the organization should have passed to a male successor or been dissolved.
