One of the members of the Round Table Council and Vice-Admiral of the Royal Navy, as well as a close friend of Eleanor's late father, Arthur Cross. He is a timid man who seem to lack talent, but is trusted by those who know him well.

After Arthur's death, Eleanor was introduced to Penwood via Walter. Eleanor was instructed that if she was in need of a favor, then she should seek Sir Penwood. Penwood's cowardly and clumsy nature got the better of him when he was first introduced to Eleanor. Even so, Penwood wasn't afraid to ask Eleanor for favors which she gladly accepts even if the request was objected by many of Penwood's men.
