Roan grew up amongst the most elite of the District 10 Settler families; he was deeply, strongly racist against the Hispanic Anasazi inhabitants of District 10 and enjoyed watching their pain. He was reaped age 18 and reached his victory in a cave-system arena with 6 kills; the boys from Districts 1, 2, 3 and 4 and the girls from Districts 9 and 10. At long last after almost sixty years every District had a male victor. Roan was highly popular with the Capitol for his charm and loyalty and never joined the rebellion movement; no one was stupid enough to ask him. As of the 3rd Quarter Quell he is still alive age 35.
