Alan Tudyk as Undertow-With Cobra having Eels, Lamprey and Sea Slugs and the Joes having SEALS, Navy and Coast Guars. Destro created his own frogmen, the Undertow, trained to function and fight in the murky, polluted waters that clog busy industrial and military waterfronts. They wear non-corrosive, near-hermetically sealed wetsuits and they undergo special anti-infection shots that gives them some immunity from all but the strongest pathogens.
