For one reason or another, these sisters are traitors who are secretly sworn to the Dark One, the cosmic force of evil in the universe. They may be power-hungry or sadistic, or want to get around the Three Oaths that force Aes Sedai to never lie, make weapons, or do harm. The White Tower itself does not acknowledge that this Ajah exists.
